Element451 Introduces the First Agentic Platform Purpose-Built for Continuing Education and Workforce Development Teams

PR Newswire

With AI agents that act instantly to enroll learners and an AI CRM built for non-degree programs, CE and workforce teams will be able to fill more seats and grow employer partnerships.

RALEIGH, N.C., Oct. 21, 2026 /PRNewswire/ — Element451, the AI platform built for higher education to move every student forward, today announced Element451 for CE and Workforce, a new solution for continuing education and workforce development programs. The announcement comes as non-degree enrollment climbs, including 10 percent growth in undergraduate certificates last spring, the fastest of any credential type, according to the National Student Clearinghouse Research Center.

Element451, the AI platform built for higher education to move every student forward.

Element451 for CE and Workforce will give institutions two ways to put AI agents to work. They can add Bolt agents to the registration systems they already run, or adopt Element for CE and Workforce, an AI CRM designed for non-degree programs, with Bolt agents, an agentic course discovery experience for learners, and workforce partnership management built in. Teams will be able to run it on their own, independent of the institution’s main CRM. Element451 for CE and Workforce will be available in spring 2027.

A new Bolt agent type will let institutions create as many agents as they need, each shaped around the work their team struggles to keep up with. A program discovery agent, for example, could let learners describe their goals in their own words and point them to the right program. A non-degree recruiter agent could then follow up with every prospective learner on their preferred channel, at any hour, including those who start registering and don’t finish. When a course has open seats, the same agent could reach everyone who has shown interest in related programs. A workforce partnerships agent could help build relationships with employer partners.

“Continuing education and workforce programs are one of the biggest growth opportunities in higher education, and they’ve been underserved by technology for years,” said James Novak, Chief Executive Officer of Element451. “Element451 for CE and Workforce will bring the same agent-driven approach we’ve built across admissions and student success to the part of the institution that stands to benefit most from it.”

Why continuing education needs this now

More than half of U.S. job postings now list no formal education requirement, according to Indeed Hiring Lab. And as of July 1, 2026, federal Workforce Pell Grants extend need-based aid to short-term programs for the first time. Institutions have the demand and, increasingly, the funding. Most don’t yet have the infrastructure to act on it.

CE and workforce teams are expected to run as revenue centers, often with a handful of staff and little marketing support. Catalogs are static, registration is manual, and employer partnerships tend to live in a spreadsheet. Most CE technology was built to process registrations, not grow programs, so outreach is typically not personalized, and reporting on outcomes means reconciling data by hand. The same pressures apply at area career and technology centers, trade association training arms, and private trade schools that run short-term, pay-per-course programs in fields like HVAC, welding, automotive repair, and commercial driving.

“Many CE platforms do a solid job with course catalogs and registration, but employer relationships are often still managed outside the system,” said Jennifer Davis, Executive Director of the School of Professional Education and Community Engagement at Texas A&M University-Texarkana. “As workforce partnerships become central to how we grow, that gap matters more. What excites me is the idea of giving those partnerships a true home instead of letting them live in email threads and individual memory. A shared partner pipeline could help a small team like ours nurture those connections consistently and protect institutional knowledge as staffing changes.”

Built for non-degree from the ground up

Bolt for CE and Workforce will add CE agents to the registration systems institutions already run, with no migration required.

Designed for non-degree programs rather than adapted from a degree-focused system, Element for CE and Workforce will be anchored by CourseHub, a branded, agentic course discovery and registration experience. Learners will describe what they’re looking for, get matched to a program, and register in a single session, with pay-per-course checkout for individual, group, cohort, and parent or guardian enrollments. Employers will be able to buy seats in bulk, pay by invoice, and sponsor their employees. The platform will also include workforce partnership management, non-degree course metadata, and reporting that ties enrollment and partnership activity back to revenue. Bolt agents will be built in throughout, and non-degree and degree profiles will live in the same record.

What changes for CE and workforce teams

For a CE office of a few people, the biggest change will be capacity. Follow-up that slips when the team gets busy will happen automatically. Fewer seats will sit empty or unpaid. Employer partnerships will become a pipeline the team can grow and measure, not a list in a spreadsheet. Grant and board reports will draw on live data instead of hand-reconciled exports. And a learner who returns for a second credential will be recognized, not re-entered.

“CE and workforce teams told us the same thing over and over: They’re expected to run like a business, but with a fraction of the tools,” said Ty Fujimura, Chief Product Officer of Element451. “We’re building CourseHub and our new CE and Workforce agents around that reality. Teams will be able to tailor agents to the specific needs of their programs and add more as those needs evolve. This is just the beginning of what’s possible.”
